Traditionally, local authorities in England have played an important role in people management within schools. However, in the past two decades, the trend towards academisation and the introduction of legislation strengthening the autonomy of headteachers and Governing Bodies have resulted in changes to HR within schools. In the current system, Councils remain important stakeholders in education and continue to employ significant amounts of school-based colleagues, but staff management matters are almost entirely devolved to Governing Bodies.
Barnet Council is keen to work with education colleagues within the Borough and has decided to make its HR policy documentation available on these pages. While the Council is confident that its policies are aligned with good employment practice, it is important to note that this documentation has been designed with the Council’s corporate context and management structures in mind and that most documents will not apply to school-based staff unless and until the relevant Governing Body has made a proactive decision to adopt them. School employees should contact their school’s HR provider and/or, where applicable, trade union representatives if they require additional clarification.
